Eoin’s principal area of expertise at Passive Dynamics is building commissioning. Liam Guinan is an Associate Director at Passive Dynamics, an Associate Member of the Chartered Institution of Building Services Engineers (CIBSE) and a sustainability and building performance engineer.
Having completed a BEng in Engineering in Energy and Environmental Engineering from ITT (now Technology University of Dublin) in 2016, Liam has developed a comprehensive knowledge of the built environment with a focus on the reduction of energy use and carbon emissions through thermal modelling of building performance and development of energy strategies to ensure Low Carbon Design is a key driver in the industry.

Since joining Passive Dynamics in 2022, Liam has supported and managed projects across EU Taxonomy alignment, LEED certification, BER, Part L and nZEB compliance, thermal load analysis, overheating risk assessments and mitigation strategies, daylight, sunlight and shadow impact analysis, passive design and building performance simulation. Through this work, he helps project teams translate complex sustainability requirements into practical, evidence-based design outcomes.
As part of his role, Liam manages projects pursuing green building certifications such as LEED, ensuring that the requirements of the relevant rating system are identified from project inception, effectively integrated throughout the design and construction process, and carried through to handover and final certification. He also contributes to Passive Dynamics’ quality assurance processes by reviewing technical modelling and certification documentation to support consistent, best-practice outcomes.
Notably, Liam led Passive Dynamics’ work on Unit 736 Northwest Logistics Park, Ireland’s first EU Taxonomy building assessment to be independently audited through DGNB’s ESG Verification process. Liam’s approach is grounded in robust data, detailed simulation and practical design integration. He works closely with clients and project teams to reduce energy demand and carbon emissions, improve occupant comfort and ensure that sustainability objectives are maintained from early-stage design through to compliance, handover and final certification.

In his thesis, Tom examined the life cycle carbon impact of residential retrofit measures in Ireland, considering both operational and embodied carbon. This research provided him with a strong academic understanding of life cycle carbon assessment and the relationship between retrofit design decisions, energy performance and whole-life environmental impact.
